Urban Affairs Forum Recap: Improving The City of St. Louis

Kicking off the 2025 Urban Affairs Forum series on March 11, we hosted St. Louis Circuit Attorney Gabe Gore, two members of Gore’s executive team, and 9th Ward Alderman Michael Browning for an engaging discussion. Gathering at the CIC at Cortex, the speakers discussed important issues they've been working on to improve St. Louis City. 

The Circuit Attorney's Office: A New Era of Leadership
Circuit Attorney Gabe Gore, Chief Warrant Officer Mary Pat Carl, and Chief Trial Attorney Marvin Teer spoke to Association members about the changes they've implemented since inheriting an extensive backlog of cases from the previous administration. During his tenure, Gore has worked to rebuild a seasoned senior team and transition into a high-performing office through initiatives like increased community engagement, a revamped diversion program, and conviction integrity. 

Gore emphasized the importance of community engagement events, such as the Urban Affairs Forum, in fostering public trust and enhancing safety. The office has also revamped its diversion program for low-level, nonviolent offenders, offering rehabilitation opportunities to reduce recidivism. By partnering with community organizations, the program connects participants with resources such as GED assistance and housing support.

The office has started taking on major cases with its newly established senior leadership team while implementing a mentorship model for newer attorneys. This approach ensures accountability and fosters talent development, strengthening the pursuit of justice.

Gore also highlighted the work of the Conviction Integrity Unit, which is dedicated to overturning wrongful convictions, emphasizing the office's commitment to transparency and fairness. The Circuit Attorney's Office is working to restore trust and confidence in St. Louis City through systemic reforms, community collaboration, and a balanced approach to public safety.

Addressing St. Louis' Housing and Development Challenges
Attendees also heard from 9th Ward Alderman Michael Browning, who addressed St. Louis' housing supply challenges, market volatility, and shifting housing needs. He examined the tools available to support new development and noted that while market fluctuations are beyond the city's control, smart policy decisions can help. 

Browning pushed for a focus on expanding the housing supply to meet demand and highlighted the need for residential development to strengthen communities. He also called out bureaucratic hurdles slowing progress—pointing to a drop in building permits and an inefficient incentive process. To encourage growth, he called for the City to implement a more consistent, predictable system to support those who want to build St. Louis up. 

Browning also noted the issue of vacant properties and highlighted policies developed to tackle the problem, including increased fines and fees to push owners to take action. Additionally, he discussed spearheading the creation of a City transportation department to improve street safety and enhance city design. Browning's discussion underscored the importance of good leadership in continuing to make the city a better place to live.
