April 28, 2025 | St. Louis, MO — St. Louis REALTORS® applauds the St. Louis County Council and County Executive Dr. Sam Page for the unanimous passage and signing of Bill 57, establishing the St. Louis County Land Bank—a transformative tool to address the growing crisis of vacant, abandoned, and tax-delinquent properties throughout the County. Thank you to Councilwoman Shalonda Webb for sponsoring the bill.
The creation of the land bank marks a significant step toward revitalizing neighborhoods, strengthening communities, and supporting a healthier real estate market across St. Louis County. We are grateful to the County Council and Dr. Page for their leadership and vision in bringing this initiative to life.

The passage of Bill 57 was made possible by last year’s bipartisan passage of House Bill 2062 in the Missouri General Assembly, which authorized local governments to establish land banks. That state-level success laid the groundwork for this bold local action.
“I’ve watched homes in our community sit empty for years—windows shattered, roofs caved in, and hope slipping through the cracks,” said former state representative Kevin Windham. “The unanimous council vote is more than just policy—it’s a promise to neighborhoods like mine that we haven’t been forgotten. This land bank ordinance is a step toward restoration, toward dignity, and toward the future our communities deserve.”
